Not the best obviously..it was the first windows OS. I think it was the start of it all...for the time period it was developed in it was very high quality.

The last of the Windows operating systems that was simply an overlay for DOS, Windows 3.1 was relatively powerful at the time and a big step from 3.0, yet still light-years from Windows 95. In fact, there was a good number of backwards compatibility issues, resulting in many critics to say that 3.1 should have been Windows 4.0. Nevertheless, the look and feel of 3.1 is now so dated that I would speculate that a good number (if not most) of the RateItAll reviewers wouldn't recognize it.

I prefer DOS to this but at least they tried to incorporate a GUI. Mac was the better option at this time.
