This man was a peace keeper. He was the first to attempt to unify Japan. He did hunt down and kill all monks of Mt. Hiei, but those monks had a tremendous impact on political and military happenings in Japan at the time. Really the only way to take out this guy was to assassinate him, and two of his generals did just that in a blatant act of piracy.
