I think that capturing Osama bin Laden should be our real goal. It won't really weaken the terrorist organization that he leads. Al Qaeda is not organized hierarchically; rather there are power centers throughout the world that are interconnected. bin Laden was one of the big players in the organization. He helped to plan and fund the attacks directly and therefore it makes sense that we pin him along with his close associates as liable for the crimes at hand. It puts a face to the crimes and while that won't do much to bring back the innocents who have been killed, it will really give a sense of closure to those who lost loved ones throughout the years because of his attacks.

The capture of one man would have very little direct effect on winning this war. It would be a huge symbolic victory, but nothing more. As jamestkirk pointed out, Osama bin Laden really is not the driving force of al Queda considering he has no central apparatus to work out of. He certainly isn't commanding the entire terrorist network from a cave. The key is capturing the remaining terrorist operatives in Iraq and Afghanistan.

Locating and prosecuting Osama bin Laden would not all of a sudden validate Bush's presidency or his criminal war on terror. Osama should be caught and prosecuted (if he's guilty) but it wouldn't change a thing in the long run. Look at Saddam's capture, did it really accomplish the slightest fraction of anything? Other than giving Bush some bragging material? If Osama is captured, and Al Qaeda were cut off from his financial backing, they'd simply obtain backing from other wealthy Saudis, most of whom support his cause. Bush will act like he'd single-handedly saved the world from destruction anyway.

Is this really a major issue to hold against the President? Consider this: Bin Laden has been no major force in Al Queda since 9/11. Reason: he is the most hunted man in the world. Furthermore, do you think any other potential presidential candidate would have found him by now? No way. He will be very difficult to locate given his resources and access into Afghanistan and Pakistan. Regardless, his capture would represent huge symbolism akin to Saddam's capture but the substance of it is minimal due to the fact he is no longer a driving force behind Al Queda's terroristic efforts.
