Presided over the worst intelligence failure in American history period. The lack of funding can be blamed on Clinton and to some extent the republican congress cutting the intelligence budget all through the 90's but if he was on top of his game he should have simply resigned in protest. He did not. He also fumbled the slam dunk WMD assertion when to this date we've been unable to find any.

Tenet probably should be replaced. The intelligence business is a real minefield, and some of the things that caught us by surprise possibly could have been avoided, althugh that really is easier said than done. A large part of the problem is, as Tenet recently testified, that our intelligence capabilities, especically in the field of human intelligence (HUMINT), were pretty much emasculated during the Clinton years. The average American thinks that there are dozens, or maybe hundreds, of intelligence analysts working any given problem - more often than not, there is one analyst covering a specific topic or georgraphic area, and even more often, an analyst covers multiple areas. It's a real juggling act. So, when there is talk of intelligence community failures, the popular image may be that there were legions of analysts who missed the signals, whereas in reality it was only a handful (or maybe just a part of a handful) who were overworked and overwhelmed with raw data who missed something. It's also tough to get new or controversial data to percolate up the bureaucratic chain. If anyone thinks I'm speculating or blowing smoke, all I can say is that I was in this business for 36 years, both as a military member and as a civilian (NOT CIA, thank you!), and it really got frustrating at times. Anyway, there are plenty of systemic problems in the intel community (some being rectified as a result of 9/11), but they need a new broom at CIA.
