Mr. Blabbermouth! He just wouldn't shut up. He was also clueless. One of my favorite quotes is something to the effect: "We mustn't let lack of funds stand in the way of starting new programs."

I was estatic when we Dumped the Hump in 1968.

He worked well with Johnson. He was an active Vice President, serving as the spokesman of the Administration's legislative policy and defending the administration's policy in Vietnam.
