Absolutely. On what basis do we refuse to stop widespread genocide (deaths by the tens of thousands) when our military might is unassailable? How can we stand by and do nothing? If you do, what kind of a person are you or nation are you a part of? Were it up to me (assuming I was Supreme Dictator of the United States), I would no more abandon the North Koreans or Iraqis to their fate(s) than I would drive by an injured child in lying in the middle of the highway in Peoria, Fresno or Camden.

Of course we should conider it. If we don't, then what separates us from a rogue state or a terrorist organization? If we didn't consider human rights, then we wouldn't have the moral authority to be shocked by acts of terrorism upon our country. Some collateral damage is going to occur in any war, but we have to try to minimize it as much as possible.

There is no such thing as human rights. This reminds me of that Violation of international law topic. Neither exist.
