i dont think Bush is racist at all. i dont like the guy, but he has a pretty racially diverse cabinet. granted his selections are politically motivated, but he still chose a lot of minorities. the democrats tend to treat minorities like idiots they need to care for. Bush doesnt do this.

I will give him credit here, Bush has indeed gone out of his way to have a very diverse cabinet, even at the cost of not recruiting the best possible candidates with regards to diverse viewpoints.
