Though Jeroen Krabbé is normally a fine actor (often a villain as he is here), his portrayal of General Georgi Koskov was a bit weak, probably due to the script. The character was a bit of a weasel and coward, not what I want to see in a nemesis for Agent 007. Krabbé went on to play a better bad guy in "The Fugitive" (1993).
