I think this warning applies to someone who is a bit too economical. That sort of economical person would also use that same brush as a tooth brush because it saves them money!

Actually, I was once told by a guy with whom I served in the army that while he was stationed in Lebanon (this was back in the late '50s, If my recollection is correct), they did indeed use the equivalent of toilet brushes, rather than toilet tissue, for personal hygiene. I'm not kidding. I guess the moral is that you need to watch your backside if you ever go to Lebanon...

I think everyone should know with all those chemicals on those toilet wand brushes not to use it for personal hygiene!
