Even though it was Jesus who originally came up with that idea (well so I know) a wolf in sheep's clothing, it is still a good compliment. It is one of those things which if you don't initially listen, it can sound like an insult but when you think about it, it is actually a nice comment. Not unless it was meant to symbolise weakeness because some times the sheep is symbolic of weakness and that you don't have a mind of your own.

He said a LOT of clever little remarks about Clement Atlee. Others include An empty car drove up to number ten and then Clement Atlee stepped out and A modest little man with a lot to be modest about. Neither of which were very funny or creative and simply displayed his childish jealousy that a man with so little apparent voter appeal could trounce him in the 1945 elections even though he was a war hero at the time.
