The image which this brings to mind is like a news report, with the anchor "The war on poverty has started today, here we go to a clip of Reagan starting this." And then to a short clip of Reagan on the streets throwing rocks at random beggars.

As Reagan MIGHT have said: I'm tired of hearing about all of the poor people in America. I'm in America all day, every day, and I NEVER see any poor people.
