Completely underrated. As with Bush Junior, people have focussed on the bad and ignored all the good work he did.

He's acquired a bit of a halo in the decades of whitewash since he revealed himself to be a crook and a liar.

His foreign policy was way above average.

Though his dealings with China and the Soviets were two of the biggest foreign policy triumphs in history, his domestic policies--more government programs and more funding for existing programs--were a disaster. And, of course, there was Watergate. Yes, the media conspired with certain government employees to take Nixon down but Nixon deserved to be taken down--just not the way it happened. Congress and the American people should have been soley responsible for removing Nixon, not an unholy alliance of reporters and disgruntled FBI agents. Nixon should probably be rated worse than he usually is (which is often very bad), so in the context of this subject (Most Overrated/Underrated President), Nixon is actually overrated!
