This story did make waves at the time. Ryan was the second governor in two years to impose such a moratorium. Like the gay marriage Supreme Court decision in Massachusetts, this largely reopened the debate on a highly controversial issue. Considering the flaws that were discovered in the system, this was probably the right thing to do. I heavily support the death penalty for murderers and terrorists, but fair and proper execution (pun intended) of the punishment must be ensured.

I thought he was setting an important precedent at the time.. and giving us all something to think about.. but the issue seems to have fallen into the background. The media certainly isn't saying much about the subject.
