 | callitdowntheline75 (53) 08/17/2004 | Chief Justice Warren Burger was a great administrator, following in the mold of William Howard Taft. A stickler for physical details, Burger was truly at his most innovative in creating the winged-bench (a half hexagon), thereby creating making it easier for justices on the far end of the bench to hear arguments. But as a leader, Burger somehow lacked the consensus-building qualities of his predecessor and successor (respectively Warren and Rehnquist), seemingly delaying his opinion to the effect of being in the majority and being able to assign writing assignments. Nevertheless, Burger is still repected today by watchers of the Court, if only for making the Court efficiently modern.
