The surplus is not the government's money. I didn't know that the surplus was a person! But I agree, we did need a tax cut at the time. We should have been more prudent and conservative for our long term fiscal plans, but the tax cuts did indeed have a stimulative effect that reduced the effects of the 2001-02 recession. It should have been more front-ended to have made it take effect sooner rather than over 10 years, an eternity in Washington. Also this would have make sense poltically, it could have been 1st part of major and much needed tax policy reform.
