Why does anyone think that the federal government should be in the education business? How many more millions of tax dollars (half of which were already wasted funding its own education bureaucracy) need to be wasted before we realize that the federal government is not designed to do this? Somebody give me a chisel. People are so dense.

Right on. Whether public schools improved or failed, Bush could claim victory. Bush knew that the much touted failure of public schools would likely be a self-fulfilling prophecy under his plan, due to underfunding. If they failed, it would provide proof he was right all along.If schools improved (despite being underfunded), then that would be proof his plan worked. A brilliant bit of Bush 'strategery'.
