His strategy is to appeal to the latte sipping liberals that make up his base like areas like Wisconsin, Washington State and Vermont. Not a winning strategy in the long term if you expect to win the White House. He's way too thin skinned to take on this President. Dean lost Iowa and made a fool of himself in his concession speech. Whether or not this is a fair characterization is not the point, this guy doesn't have the temperment for the office. But the one thing that I liked about him was that he seemed to be honest, something that I found refreshing. However, even if he won the nomination, he would probably still get 45% of the vote. The anti-Bush wave is that strong.
