Tweaking slightly might make something feel fresher, but tweaking radically will feel foul to voters. If you can recall the New Coke switcheroo in the 80's, you might understand how upset people become when too much change is given to them at one time.

I remember during the Gore campaign back in 2000, some people on his staff decided to take it upon themselves to hire a guru to make the Vice President more hip. Her advice was to turn Al Gore into an alpha-male. This was done by making him wear more earth tones. This fell completely flat. It added to the impression that Gore didn't really stand for anything. It didn't help that word got out that Gore wasn't an aggressive alpha-male. His staff really messed that one up; this might sound humorous at base, but if his staff had let Gore be Gore, he probably would be President today. Yes, staffers should resist the urge to change their bosses.
