In the sense that his race was a factor in his appointment, there was an element of tokenism.

In his qualifications, which were excellent, there was no tokenism at all.

I have a bit of a problem with the word token in this case. I agree that his race was probably one of the reasons he was appointed. But given the fact that he was a brilliant man and very qualified to be on the court, he wasn't simply a token appointment.
