I only know about him from the '69 and '80 World Series, since I was too young to see him play. His performances in the final two games of the '80 Series was enough for me to give him a 4.

Maybe his stats are not quite Hall of Fame material. But based on anecdotal evidence (i.e., when I saw him in a big game, he seemed to always get the save), he has my vote as one of the best releivers. He made it to 8 post-seasons. He was one of the mainstays of the 1980 Phillies winning their only World Series. In the regular season that year, he had 5 wins, 20 saves and a miniscule 1.46 ERA. In the World Series, he won a game and saved 2 others (including the dramatic 9th inning strikeout of Willie Wilson to end the '80 Series); his WS ERA was an incredibly low 1.17. Tug also gained lots of notoriety by virtue of his comical on-field antics, a comic strip called Scroogie (frankly, it was kind of lame), his famous country music son, and his brave fight against brain cancer. Tugger! Threw the screw for strikes. Had all kinds of names for all kinds of odd pitches (Cutty Sark, his sailing fastball, etc...) A Philly legend, got 2 rings with the '80 Phils and Was also on the 1969 Mets where he and Nolan Ryan were set up men.
