I like the fact that it's small, like Rhode Island is, makes reference to its ocean location, and has interesting colors. It's not the best flag, but it's certainly one of the more distinctive.

This one is unique and dares to use different colors, as well. I like the white background.

The square shape is unique among state flags, the anchor is a recognizable local symbol, and at least it isn't the usual dark blue. Not bad.
