It would make a good surrender flag. It is bad--the state seal on a bath towel. That is everything that is wrong with a state flag.

Good for its use of traditional heraldry, but could be more interesting. I suggest a naked picture of Pamela Anderson.

Suffers from the tedious emblem on a bedsheet design but because the background color is white rather than blue it stands out more than many of the others.
