"Turn" lanes are usually relatively short strips of pavement just before a traffic light so I don't see how anyone could drive in one "for miles."

I got one better. I had somebody pass me in oncoming traffic once and they had to go through a turn lane and around another car to do it. The road was wet, so when the idiot slammed it back in a foot off my front bumper I had to catch a skid. I was successful, which speaks well of my abilty to drive around stupid people.

I suppose you mean the passing lane on the freeway. This is indeed a pet peeve and dangerous! If you ever drive in Germany, don't drive in the passing lane. The Kraut Police will pull you over right now and give you zillion marks ticket!

I wish I had one of those Star Trek Phasers set on stun when I see this mopes lugging it out in the left lane.

This doesn't really make me mad, because I don't think anybody drives around like this on purpose. Sometimes we just forget or don't notice. It might be the one time someone forgets, but if you get behind them, you might think they do this all the time. I know I've forgotten to turn the signal off before. But yes, it can be mildly annoying.

I think there are people who believe that this is a little strip of race track put there for their own personal use. No limit to how long you can drive there, no speed limits and best of all you can turn whenever the mood strikes regardless of who is ahead of you. Makes me nuts!
