As someone who was in the military for a few years I can guarantee you that there are both officer and enlisted people who are perfectly capable of coming up with this kind of thing all on their own. Like any other organization, the military attracts all kinds - from really kind people who would never do this to whack jobs who would revel in it. And, the bulk of that population is around college age; at their peak mentally and physically. Put them in certain situations; let them get bored enough and it wont take long for things to deteriorate. It may have been that the military powers that be have known about it for awhile and were trying to avoid a scandal. But I would be willing to bet they were also planning to do something about it if only to cover their own bums. But to say Bush is responsible for this is pretty illogical. He would have no reason to.
