Oh no you don't! We got enough traffic as is, think about all the excess we'll get if the Expos move here. I want a baseball team closer to home, but I think it'd be better to have it in DC.

Geographically, he's got you there, supersaiyan3jay. Norfolk is a ways from D.C. Still, it should be considered a possibility, wherever it is.

This rating gets a 3, because Northern Virginia is where a team should go, but Norfolk is not Northern Virginia. Who suggested this? Norfolk is several hours from Northern Virginia.
