This morning at the military briefing, the report stated that three Brazilian soldiers fell in an Iraqi ambush.

The President collapsed, head in hands.

"How many is a brazilian?" sobbed the Pres.

To consider this a flip-flop you would have to ignore the events of 9-11. Yes, Bush completely changed course philosophically on that day- but the world became quite different on that day. Kinda like FDR's refusal to become involved in WWII until Pearl Harbor was bombed.

What about Liberia and Haiti? Were those not nation-building operations? Bush sending troops to Liberia and Haiti to help contain the violence even though he said that he doesn't feel that the United States should be the world's policeman or engage in nation-building operations seems like a contradiction to me.

That was pre-9/11. I think you have to take 9/11 and the President's reaction to those who support acts of terrorism against our nation into account. FDR did not allow our involvement in WWII untill Pearl Harbor. Perceptions and reactions change when major events occur.
