He really proved how wide sometimes is the divide between men and women. Unless you were a minority, two thirds of the men rejected him. The women went for him. That was why he was always able to pull a plurality of the vote.

He's really a 3.5, but I'll give him the extra half. There is something to be said for his used care salesman ability in politics. He tends to drag things out a bit too much, drawing cheers at the '88 DNC with the words "In closing...", and he would tend to answer questions with anything but something that might actually answer the question, but he has a charisma that makes you listen.
Now that I think about it, he has said some pretty stupid things as Hillary campaigns. Still, I'll leave it at a 4.

Underrated but not spectacular. . .slick Billy could, on his best days, use his tongue better than a hundred-dollar whore (something he probably wasn't unfamiliar with) and didn't come across as a dumb hick. . .

Decent delivery, but very dependent on his speech writers. Which is to some extent true of all of these guys, but speaking as a former speech writer, Clinton didn't do well at all with mediocre material, and there was a huge gap between his good speeches and his bad ones. Bush senior, for example, was pretty much the same no matter how good or bad his material was.
