You cannot build such a country.
Remember what Kipling said:
"When you're wounded and left on Afghanistan's plains

 | TB 303 (5) 06/28/2005 | Only a wee bit dangerous until they get ahold of all the war lord problems. We liberated them and Iraq. Now if we can only get both to go to a democracy then maybe they both could help us with Iran. We need help here people, not able to take on the world. These poor people barely even have running water or electricity. The only reason they were dangerous and still are, 2 points only, is because your week and cannot even defend yourselves against Osama and his hoodlums whilst he was in power.

It was certainly their (the Taliban's) bad luck that they did not strike in NYC while Clinton or Gore were president. They would certainly still be in control of the government of Afghanistan. After the US and the coalition routed the Taliban, this country, thanks to efforts conducted primarily by the US, has a chance at becoming a democratic republic, and no longer a dangerous country.
