It takes a lot of effort and maturity to control self impulses that are human and natural in anybody else, but to a leader may be counterproductive.

This is very important because self controll brings about discipline where you will not act harshly towards your subodinates.

This is a very sensible attribute for a leader. Self-control isn't just about keeping your cool, it is also about having self-discipline which means that the leader does things when they don't feel like doing it. They do things in moderation. One that is out of control may be lazy or hot headed.
