They make the right decisions and will always listen to your point of view. They won't make harsh decisions, not unless it really is the best thing for the company or you.The description tells it all.

This is rare because it's human to hold grudges and wanting revenge, therefore denying things to those who irk you and allowing things for the ones who you get along with more often.

This is one of the most important attributes because a fair person is more likely to obey equal opportunity laws and to listen to everyone's side of the story. They will mix compassion with adherance to the rules and toughness. Fair is almost like being balanced.

Being Fair minded is probably at the top of the list. Fairness means all are being treated as individuals, not tossing all into the same mold. Fair knows that one mans strength is anothers weakness and both can be used effectively. Fair means there are no favorites and no one persons voice is chosen without hearing others. Fair can also be demanding, not putting up with politically correct b.s. because it looks or sounds good. I like My kind of fair anyway.

I think this should be the foundation a leader is built on. If you aren't fair, then you obviously can't lead.

If we expect our athletes to play fair and follow rules,and our citizens to follow rules,we should also expect our leaders to do so.To do otherwise is to undermine everything we stand on.
