Well, it's been ten years. While worst of all time might still be debatable, I think the Devil Rays are the most pointless team in the league. I thought expanding by two more teams at the time was a bit much, and the fact that the Rays have mostly played like a Triple A team proves that point.

I think with a franchise this new, you would probably have to wait up to 10 years. If they have no more than 2 winning seasons in that time, then there will be a safe assumption that this team stinks.
