is this from Politics and the English Language? I don't recognize it, except that it's insight is Orwellian through and through. To be precise and concise is the opposite of most contemporary political discourse: if you are sufficiently nebulous, people just might all hear what they want to hear. All Orwell's writing about Newspeak is related to this, not without a touch of irony.
