Tough one. Deserves more than a little praise, and more than his share of brickbats too. Did some good in restoring the corrupted image of the game, albeit doing it with an authoritarian and erratic hand, but was also an unrecalcitrant racist, and delayed the intergration of the game by at least a decade, if not longer. Certainly not the stooge for the owners that Selig is, for example, but he was hardly immune from their blandishments. A complex and sometimes venal man with a flair for self promotion, he was a bad judge before being offered the job of commissioner, and probably did the judiciary no end of good in removing himself from the bench.
