Impossible to rate with certainty, given his sudden death. His league presidency suggests that he would have been a good commissioner, and thus I give him 3 stars largely on speculation, and for having the guts to suspend Pete Rose. Which was eminently deserved.

What a great one he could have been! I adnire his courage in tackling the Rose fiasco head on, and I wish he had had the since to have sought stress mgmt. and quit the smoking. He could have been the best.
