I've been there twice. In my opinion, cruise ships can start phasing this port out. It's an industrial port and it's pretty chaotic to try and haggle for a taxi. There isn't much to occupy a visitor's time, so a few hours is all you could "pleasantly" spend there. Pretty dirty area of Bahamas. One of the very few places that I would recommend actually remaining on a cruise ship in port.

Just got back from Freeport. Went out with a company Exotic adventures. It was the most AWESOME time I have ever had. Fresh lobster and fish for lunch. Cooked right their on the beach. The captian speared it all that day for us. We even got to go an a treasure hunt for rum(all you can drink and eat). You have to check out their web sight exoticadventuresbahamas.com. It is a blast. I just got back from freeport and it was probably one of the best weeks of my life!!! The weather was perfect and the people were lovely and sooo nice! The ONLY (and i mean ONLY) thing that let me down when i was there was a restaurant in Port Lucaya called the Prop Club... They had terrible service, and after two hours of waiting to get our orders taken and getting our food, it was cold and not even done, and the manager did ABSOLUTLY NOTHING about it. So i strongly recommend that you Do not visit the PROP club... but other than that mishap the trip and everything about Freeport was GRRRRREAT!
