Might want to reconsider the wording on this one. There's a difference between "throughout" and "through out." The latter implies "through" and then "out" again. To some other country, I suppose. I don't know. But it makes no sense.

This would take some time money and effort to complete but it makes a lot of sense. It always amazes me to hear about one part of the country flooding while the other part is experiencing a drought. Why can there be a system to move water from one area to the other.
