Traditionally this has been a conservative mainstay, but not in the last couple of years. Ashcroft was notorious for his disrespect for states rights, and Bush and the Republican Party have hardly been much better. For example, if you believe in Federalism, the whole gay marriage issue would be moot at a federal level - and not a critical factor in a presidential election. The federalist approach would be to let different states try different means of tackling the issue, and see what worked.
