Time for a reality check - the quote was taken out of context, as she was referring to the priority to ship items - Food and water, then generators, then clothing. You could argue generators and clothing, but in the intial stages of a disaster, forget the clothing (when you can improvise and its warm), but get the food and water there immediately.... Taken out of context, though, it does sound bad....

Now there's compassion for you. Probably felt that naked kids would spur the tourist trade (more pedophiles would be attracted to the area), so that the local economy could bounce back more quickly than if the kids had clothes on.
