He is one of the Queen's cousins and he is 18th in line of succession so it would take a major disaster for him to become Richard IV.
When he was born, he was fifth in line, but the Mountbatten-Windsor brood expanded rapidly and he sank in the standings. He bustles around representing the queen here and there.
