Shrum apparently got a little ahead of himself. Hey look at the bright side, comparatively speaking, Shrum got a little bit closer this time to congratulating his boss than he usually does. Consider that he was the one who managed the McGovern campaign, the Mondale campaign and the Dukakis campaign and you'll see that he was hungry for the win.
