It's true origin is that it was invented by a comedian as something Dan Quayle might have said. It's sad that people would actually believe Bill Clinton, the only president who was a Rhodes scholar, would say this. It points to the ignorance that accompanies prejudice. Not even worth the lowest rating of 1.

Clinton is a states man and rarely made this kind of blunder. His "what "is" is, is a rare example of that kind of blunder. But Quayle was a master at the art of stupid speak. I demand you give him credit for this five star blooper. He said it and he earned it.

 | James76255 (17) 06/21/2005 | I give it a 1 because it's not true. This quote has been credited to several different people, from both Clintons to Quayle to President Bush. I have no idea if anyone really did say it, but I have a feeling it was probably from something like Saturday Night Live.
