This surtax was initiated, I think, in 1968 to make rich people who eliminate their income tax by making huge charitable donations (which they legally deducted) pay some tax. With inflation (also known as bracket creep) people whose income was once considered very high (like $65,000) now pay this tax because it wasn't indexed for inflation. That rich guy, Lance, and I don't like this tax, but Hillary doesn't seem to mind it.
