Not that I think it's justified, but not all shoplifters do it for the thrill or just to say they've done it. Some do it because they can't afford to actually buy them. It doesn't necessarily make them evil; usually it just means that they don't have connections with organizations that could help them out with their situations. For these types, Wal-Mart usually will refer these people to local shelters or charities that are willing to help them.
