Lincoln felt that he was going to have a difficult time getting re-elected in 1864 and indeed believed that the voters were going to switch horses mainstream. What saved him was a booming economy and Union victories on the battlefield under Sherman and Grant. Had events continued to play out like they were earlier in his term, Lincoln would have lost and probably gone into history as a failure. The slogan worked only when things started looking up for the Union.
