In the context of the time, very good. It obliquely raised the issue of Ford's perceived ineptitude, and Nixon's venality.

Rating the slogan itself, it wasn't particularly catchy, but simple enough at a time people were indeed looking for change. In hindsight, we got change, but we didn't get a leader.
