07/23/2005 | Schmoozing is part of the political game--it's all give and take at the end of the day. It may be good or bad, but it's part of being a republic with checks and balances and separation of powers. One president chose not to kiss congressional butts, and that was Jimmy Carter, who famously would not serve alcohol at White House functions with Congressmen. Anyone who is in the know about Washington knows that most deals can be made after hours, but Carter didn't want to play the game, thus he couldn't get much of his program passed through Congress, despite the fact that his party controlled the Congress. Better than a dictatorship, right?
