Sounds more like a skipping rhyme, or something you'd hear in a tequila, peyote and rum soaked delirium, waking up in an abandoned playground.

This must not have reached my area growing up- it's completely alien to me. Looks like someone has tried to create a rhyme out of part of  an episode of Justice League Fictions.
