East Carroll Parish, Lousiana, is located in extreme northeast Lousiana at the point where Arkansas, Lousiana and Mississippi meet. It was named after Charles Carroll of Carrollton, who had died in 1832 and was the last survivor of those who had signed the United States Declaration of Independence. The parish has about 10,000 people and Lake Providence is the parish seat. This is one of the Black majority counties in the USA with about 60% of the population Afro-American. The Mississippi River forms the eastern boundary.
