I make this note three days after Hurricane Katrina. Orleans Parish is co-extensive with the City of New Orleans. It is almost surrounded by water and part of it below sea level. The Mississippi forms part of its southern boundary, but actually flows through part of it so a chunk is south of the river. Lake Ponchartrain lies Northwest of the Parish and Lake Borgne lies Southeast of the Parish. Most of the parish is a peninsula sticking out between two large tidal bodies of water. Large sections of the parish lie below sea level and are protected by levees. The problem with a levee is that a levee is not a dam. The levee is designed to keep normal or even above normal flows of water out of certain areas. The hurricane has created an extremely abnormal flow and breached at least two levees. This old and famous city and parish is in deep trouble and may take a long time to recover.
