West Carroll Parish, Lousiana, is located in northeast Louisane up against the Arkansas Border. Oak Grove is the parish seat and the population is about 12,000. The parish was named after Charles Carroll of Carrollton, who had died in 1832 and was the last survivor of those who had signed the United States Declaration of Independence.
